Three Years of the Unified Weapons Registry: Technological Outcomes and Ecosystem Development

Three years ago, Ukraine embarked on a large-scale phase of digitizing the civilian firearms sector with the official launch of the Unified Firearms Registry (UFR). Since then, the system has evolved from an internal accounting tool into a high-volume digital platform that ensures the automation of administrative procedures, process transparency, and data protection.

The state-owned enterprise “INFOTECH,” as the administrator of the UWR, ensures continuous administration, round-the-clock technical support, and scheduled upgrades to the registry’s functional capabilities in accordance with regulatory requirements.

Key performance indicators of the Unified Weapons Registry over three years:

-over 1.25 million applications for permits were submitted,

-1.23 million permits were issued by the National Police of Ukraine,

-over 446,000 users were authorized in the “Single Window,” of whom 113,000 were firearm owners,

-50,000 applications with online payment for ERZ services were submitted, and 3,591 insurance contracts were issued through the “Single Window.”

-Over 40 million people used the service to obtain information about permits and firearms in “DIA,”

-302,000 extracts were generated through “DIA,” and 69,000 permit verifications were conducted using QR codes and the support service processed over 43,000 inquiries

 

Over the past year, the team at State Enterprise “INFOTECH” has focused its efforts on optimizing the registry’s architecture and expanding its integration capabilities:

         Expansion of interagency electronic interaction: A stable, real-time data exchange has been established with key state information resources, including the Unified State Demographic Registry, the State Registry of Real Property Rights, and the “Diya” mobile app. This has enabled the full automation of the verification of identification documents and property rights, significantly accelerating the decision-making process.

        Process optimization and automation: Upgrades to the system’s functionality have minimized the use of paper documents, reduced information processing time, and eased the workload on operators, ensuring high data accuracy and timeliness.

       The team at State Enterprise “INFOTECH” ensures timely updates to the Unified Register of Firearms’ functionality in accordance with changes in legislation regarding firearms circulation, maintaining the system’s operational continuity and the stability of digital services.

      We are working to improve the platform’s performance, strengthen cybersecurity, and introduce new services to ensure effective interaction between the government, businesses, and citizens.

The development prospects of the Unified Register of Firearms are now an integral part of the Ministry of Internal Affairs of Ukraine’s digital security ecosystem.
