The digitization of government processes is not just about convenience, but also about data accuracy, decision-making speed, and security. The modernization of the Register of Administrative Offenses (RAO) is based precisely on these principles.
As part of the update, the team at State Enterprise “INFOTECH” implemented new software built on modern architecture, taking into account requirements for operational continuity and data protection. The updated system ensures stable processing of large volumes of information and lays the foundation for further functional development.
Today, the RAP operates as a separate subsystem with enhanced stability and security. It is populated with data from photo and video enforcement systems, as well as data from parking inspections across various regions of Ukraine, enabling the generation of up-to-date information on administrative offenses in the field of road safety.
As part of the modernization, the Registry’s functionality has been expanded, particularly its capabilities for data processing, verification, and analytics, and a new process for generating parking violation notices has been implemented.
The update to the Registry is aimed at improving the quality of services for citizens. In particular, it ensures the stable and uninterrupted operation of the system, minimizing outages and delays, and speeds up the processing of data on administrative offenses and their display in digital services, specifically in the Driver’s Dashboard and the Diya app.
Thanks to the centralized collection of data from various sources, a unified information environment is being formed, which helps avoid duplication, delays, and discrepancies in data. At the same time, the updated digital processes ensure faster and more convenient information flow, while the modern architecture guarantees an adequate level of data protection and access control.
In parallel, the development of integration with the National Police’s information systems is ongoing. In the long term, this will enable the creation of a single source of reliable data in this area. The modernization was also accompanied by an update to the regulatory framework, ensuring the system’s compliance with current legislation.
Moving the RAP into a separate system has enabled the transition from a dependent module to an independent, stable digital service that directly impacts the quality of services for citizens.
This launch is the joint result of the work of the team at the State Enterprise “INFOTECH,” the Department of Informatization of the Ministry of Internal Affairs, and international partners, in particular the non-governmental organization “Academy of E-Governance.”
