Information is spreading on social media about alleged problems with obtaining documents from the Ministry of Internal Affairs at post offices by power of attorney. Therefore, we would like to clarify the procedure for issuing and receiving such documents.
First of all, there are three different administrative services for which documents can be delivered by postal operators:
Driver's license – issued exclusively to the applicant in person. The document cannot be transferred to another person, even by power of attorney, including a general or notarized one.
Extract on the absence (presence) of a criminal record – for this service, there is no prohibition on receiving the document by a representative under the terms of the offer. That is, the extract may be issued to another person with a duly executed power of attorney.
Vehicle registration certificate – issued personally to the owner or their representative with a duly executed power of attorney.
The requirement for personal receipt applies only to driver's licenses and does not apply to extracts on the absence (presence) of a criminal record.
We remind you that an extract confirming the absence (presence) of a criminal record in Ukraine can be obtained through Diya, the Single Window for Citizens, or by contacting the Ministry of Internal Affairs of Ukraine directly.
If you are abroad, the following options are available:
-Order an electronic extract remotely (if you have Ukrainian electronic identification)
-Contact the consular office of Ukraine in your country of residence to submit a request
-Authorize a representative in Ukraine by notarized power of attorney to submit an application, obtain a paper document, and send it to you by international mail
