A government that does more than just provide services-one that acts as an intelligent agent, anticipating citizens’ needs is the main focus of the CDTO Forum 2026. Maksym Khimchenko, Director of the State Enterprise “INFOTECH,” joined other digital leaders in the country to help shape the new “agent state” strategy.
Key themes of the forum:
- From Digital to Agentic: the transition from simple digitization to proactive services where data works for people automatically.
- Transparency Tools: implementation of the OKR management model and the CDTO Dashboard for real-time project monitoring.
- Solution Ideathon: development of practical algorithms for information security, veteran services, and improving the quality of government data.
For our team, participating in the forum served as a platform to align security solutions with the national ecosystem. However, the most important aspect is the opportunity to exchange experiences, gain new insights, network, and enjoy all the benefits of face-to-face communication with like-minded individuals and IT market leaders.
“We are transforming complex departmental processes into secure digital algorithms. Our goal is to make Ministry of Internal Affairs services more accessible and ensure that every citizen’s interaction with the state is fast and barrier-free,” emphasized Maksym Khimchenko.
The developed solutions and new management principles will form the basis for the projects of the State Enterprise “INFOTECH” in 2026. We are moving forward to ensure that digital changes are not only large-scale but also tangibly convenient for every Ukrainian.
The event was organized by the Ministry of Digital Transformation of Ukraine and the EGAP Program with the support of Switzerland.
