On June 23, 2023, the Unified Weapons Register (UWR) began operating as a key element of the digital transformation of the weapons circulation sector in Ukraine. Over the past two years, the SRW has evolved from an ambitious project into a reliable, efficient, and integrated system that has become the foundation for a new culture of weapons circulation in Ukraine.
Key stages of development and achievements over two years:
June 2023 – Launch and foundation:
-Implementation of the SRW. The registry provided centralized accounting of all types of weapons, their owners, and the history of permits. This made it possible to move from scattered paper archives to a single digital database.
-Integration with the “Single Window for Citizens” information service in terms of obtaining information about one's own weapons and owner permits.
-Established electronic information interaction between the ERZ and the IPNP (Information-Subsystem of the National Police) for the operational exchange of data on registered weapons and updating information about owners, as well as the submission and consideration of applications for obtaining, reissuing, and renewing weapons permits online.
-The ERZ has been integrated with the State Register of Individual Taxpayers to verify the compliance of the registration numbers of the taxpayer account cards of such weapon owners.
Since the launch of the Unified Register of Permits, 773,861 applications for various types of permits have been submitted to law enforcement agencies. Of these:
– 7,891 applications were submitted through the “Single Window for Citizens”;
– 71,803 – through the electronic office of the business entity;
– 694,167 were submitted through the National Police's electronic office.
As a result, 754,489 decisions on the issuance of permits were processed.
March 2025:
Successful integration of the UWR with the Diia app. One of the most important steps was the introduction of the ability to display weapon permits in the Diya mobile app. This not only made it more convenient for citizens, who can now have their permits always at hand in digital format, but also greatly simplified the verification process for law enforcement agencies.
Continuous development of new business processes and improvement of existing ones.
Since March 2025, electronic information exchange with the Diia portal has been introduced. During this time:
– 10,241 permit checks were carried out using QR codes;
– 81,149 extracts from the Unified Register of Weapons were generated;
– 8,890,997 requests were sent to obtain information from the Unified Register of Weapons about existing weapons and permits for them.
Data security. INFOTECH pays special attention to protecting data stored in the UWR, ensuring a high level of cybersecurity to guarantee the confidentiality and integrity of information.
Technical impact on the work of licensing authorities and citizens:
For licensing authorities:
-Increased efficiency: Automation of routine operations has enabled licensing authorities to significantly speed up the processing of requests and focus on more complex tasks.
-Centralized access to information: The ability to instantly access complete and up-to-date information about gun owners and gun circulation has significantly improved the quality and speed of decision-making.
-Reduced corruption risks: Process transparency and minimization of the human factor have contributed to a reduction in potential corruption risks.
-Improved analytics: The availability of consolidated data allows for in-depth analysis of weapons circulation, identification of trends, and rapid response to potential threats.
For citizens:
-Convenience and accessibility: The ability to obtain government services related to weapons online saves significant time and effort.
-Transparency of processes: Citizens can track the status of their applications in real time, which increases trust in the system.
-Legitimacy of digital documents: Integration with “Dіia” gives legal force to digital permits, which is a convenient and secure tool.
-Protection against document loss: A digital permit on a smartphone eliminates the risk of losing or damaging paper documents.
UWR services are available in the “Single Window for Citizens.” As of June 20, 2025, 246,642 users have been authorized, including 80,357 gun owners.
Citizens actively use the service support for consultations:
– 1,782 requests by phone;
– 25,536 via Telegram bot;
– 4,305 via the “Single Window for Citizens” widget.
