SE INFOTECH in cooperation with the Ministry of Internal Affairs of Ukraine, has implemented an information and analytical system for licensing types of economic activities of the Ministry of Interal Affairs of Ukraine – a digital solution for automating licensing processes in the field of security activities and non-military firearms, ammunition and special equipment.
The system is part of the unified information system of the Ministry of Internal Affairs of Uktraine and provides a full cycle of work with license aplications - from submission to decision-making, record keeping and organization of administrative interaction as well as providing public access to up-to-date data in real time.
Functional components of the system
The information and analytical system consists of three funcional components:
Business entity account –a web service for submitting applications for obtaining, extending or terminating a license. Available to businesses (legal entities and sole proprietors) at:
MIA official`s office – a tool processing incoming applications, making decisions, keeping records and monitoring licensed activites in accordance with their powers.
Public registers on the Ministry of Internal Affairs website – online access for citizens to the curre list of active licensees in specific areas. The service allows you to check the legality of security structures and entities that manufacture and sell weapons and special equipment.
System users can:
-subtim application for licenses
-submit applications to expand the scope of licensed activities
-submit applications to terminated licenses
By the end of 2025, additional functionality is planned to be implemented: submission of applications for license renewal, suspension and reinstatement.
All services are available in electronic format, without the need to personally visit the licensing authority or submit paper documents. Statuses are displayed online, with the ability to track them in real time.

-Businesses (legal entities and sole proprietors) - to submit applications and monitor license statuses.
-Citizens to check the validity of licenses of security entities and entities that manufacture and sell weapons and special equipment.
-The Ministry of Internal Affairs and regulatory authorities – to keep records of business entities and monitor their compliance with licensing requirements.
-Other goverment agencies – for data exchange and interagency cooperation.

The implementation of the digital licensing administration model is carried out in accordance with the Law of Ukraine "On Licensing of Economic Activities" and Resolution of the Cabinet of Ministers of Ukraine No. 755 August 5, 2015, "On Approval of the Procedure for Forming and Maintaining a Licensing Register".
